I'm trying to find a open source ptt (push to talk) server?
Does Kamailio can act as this role? Or do you know any open source ptt
server?

Kamailio is a SIP proxy. It shouldn't deal with such features.

No. Kamailio is just a SIP Proxy.

I do not think that there is one available. I think the easiest method
would be to use Asterisk and modify the "meetme" application and the RTP
stack to the send proprietary RTP/RTCP packets.
